Rachel Gloer, LCSW, is the Senior Vice President of Whole Person Care at Didi Hirsch Mental Health Services. With over 25 years of experience in social work and behavioral health, Rachel leads with compassion, systems-thinking, and a deep commitment to integrated, person-centered care.
Rachel earned her Master of Social Work in 2000 and began her career working in a residential facility for children, where she developed a passion for direct care and mental health services. She later moved into state-level policy development in Texas, followed by designing and implementing palliative care programs in county hospitals. Over time, she transitioned into behavioral health leadership. A licensed clinician with over 25 years of clinical experience and more than 17 years in management, Rachel has consistently focused on serving low-income and underserved communities. Her work bridges medical and behavioral health systems, equipping her to lead innovative approaches to integrated care.
Rachel’s passion for access and equity is grounded in personal experience. She has witnessed the struggles of family and friends trying to navigate a fragmented system to get the care they need. These experiences have driven her lifelong commitment to breaking down systemic barriers caused by racism, classism, and poverty—and to ensuring that quality care is available to everyone.
Since joining Didi Hirsch in 2012 as an Assistant Program Director, Rachel has steadily advanced through leadership roles—including Program Director for the Child & Family Program and Division Director of Child & Family Services. Today, as Senior Vice President of Whole Person Care, she oversees more than 300 staff across the Child & Family, Adult, Substance Use, and Residential Divisions. She has championed initiatives such as the agency’s trauma-informed training series and continues to lead efforts that support truly holistic care.
Rachel brings authenticity and vision to everything she does. She is especially passionate about cross-disciplinary collaboration, building strong partnerships to meet the full spectrum of client needs. Outside of work, Rachel enjoys time with her family and is continuously inspired by the resilience of the communities she serves.
